Senior Citizen Transportation

The City of St Clair provides door to door transportation service for senior citizens or handicapped persons who meet eligibility guidelines.  Senior citizens transportation is for city residents who are 60 years and older and persons who are under 60 years and physically handicapped.

Senior citizens ride free of charge and will be given priority over all other riders.

Residents under 60 who are physically handicapped will be charged a $5.00 fee each way.

Residents under 60, who are non-handicapped, will be charged a $10.00 fee each way

Rides for residents under 60 will be given only when seats are available and only when the van is already scheduled to go to the requested destination. The van driver and answering service personnel will not know if seats are available for persons under 60 until the day of the ride.

Definition of Handicapped:

Mobility Handicapped means any individual who, by reason of illness, injury, age, congenital malfunction or other permanent or temporary incapacity or disability, including those who are non-ambulatory wheelchair-bound and those with semi-ambulatory capacities, is unable without special facilities or special planning or design to utilize transportation facilities and services.

Eligibility Guidelines

Persons with any incapacity or disability which result in that person’s inability to perform one or more of the following functions without major difficulty:

Negotiating a flight of stairs or escalator

Boarding or alighting from a standard bus or train

Standing in a moving bus or train

Incapacities or disabilities which might cause a person to have major difficulties performing one of the aforementioned functions are, but not necessarily limited to:

Any disability of more than six months duration requiring the use of walkers, crutches, wheelchairs or other such devices

One or more missing limb(s)

Special sensory disorders such as 50% bilateral hearing loss uncorrectable by use of hearing aid; visual loss uncorrectable by use of glasses

Cardiovascular or respiratory impairment which significantly interferes with coordination, endurance or strength

Neurological diseases which significantly interfere with coordination, strength or endurance such as polio, cerebral palsy, multiple sclerosis or paralysis

Significant musculi-skeletal impairment such as muscular dystrophy or severe rheumatism or arthritis

Significant mental or psychological impairment that results in physical impairments of coordination, strength or endurance

Epilepsy, uncontrolled hypertension

Exclusions

A person is not considered mobility handicapped if his or her sole incapacity or disability is due to:

Any physical, mental or psychological disability of less than 30 days

Pregnancy

Obesity

Impairment due to alcohol or drugs

Operations

Bus Routes -  Door to door service within the City of St. Clair and also the River District Hospital and specified medical offices in East China Township and St. Clair Township.

Personnel - A CDL licensed bus driver will be assigned to the vehicle. Scheduling will be provided by a contracted secretarial service.

Vehicles -  The City of St. Clair owns and operates one 8 passenger, lift-equipped van.

Fares - Resident senior citizens will not be charged a fee for transportation services. The general public will be charged a $10.00 fare for each trip. Non-resident seniors and handicapped riders under the age of 60 will be charged $5.00 for each trip.
