The City Superintendent is appointed according to City Charter by the City Council
supervises all city department heads and City Hall staff.  The City Superintendent,
under the direction of the City Council, administers the personnel, employee relations
and purchasing functions of the city.  The Superintendent prepares the annual budget
and five year capital improvement plan and presents it to the City Council in May of
each year.

Article 3. City Superintendent

 Section 3.01. Appointment, qualifications and compensation.

The council shall appoint a city superintendent for an indefinite term and establish the compensation. The superintendent shall be appointed solely on the basis of executive and administrative qualifications with special reference to training and actual experience in municipal administration. The superintendent need not be a resident of the city or state at the time of appointment, but shall be required to become a resident of the city within such period of time established by the city council unless this requirement is specifically waived by them.

Section 3.02. Acting city superintendent.

The council shall designate a qualified city administrative officer to exercise the powers and perform the duties of city superintendent during the temporary absence or disability of the city superintendent.

Section 3.03. Powers and duties.

The city superintendent shall be the chief administrative officer of the city and Shall report to the mayor on administrative detail but shall be responsible to the mayor and council for the administration of all city affairs and administrative policy provided under this Charter or established by ordinance or resolution of the city council. The city superintendent shall:

(a) Have all supervisory control over all municipal employees and have such appointive and other authority over city administrative officers as provided by this Charter or ordinance or resolution of the city council.

(b) Direct and supervise the administration of all departments, offices and agencies of the city except as otherwise provided by this Charter or by laws of the state. The city superintendent may serve as the head of any department when so designated by the city council.

(e) Attend all council meetings and shall have the right to participate in council discussion but shall not have any vote.

(d) See that all laws, provisions of this Charter and actions of the council subject to enforcement by the city superintendent or by officers subject to his direction and supervision are faithfully executed.

(e) Prepare and submit the annual budget and capital program to the council.

(f) Submit to the council and make available to the public a complete report of the finances and administrative activities of the city as of the end of each fiscal year.

(g) Make such other reports as the council may require concerning the operation of city departments, offices and agencies subject to the city superintendent's direction and supervision.

(h) Keep the council fully advised as to the status of the current budget, the overall financial condition and the future needs of the city and make such recommendations to the council concerning the affairs of the city as he deems desirable or necessary.

(i) Administer the personnel and employee relation functions of the city and maintain all personnel records of city employees.

0) Administer the purchasing function subject to provisions of this Charter and the procedures therefore established by the city council.

(k) Perform such other duties as are specified in this Charter or may be required and established by action of the city council.
