The city superintendent is the chief administrative officer and reports directly to the Mayor and City Council. He is responsible for the administration of all city affairs and administrative policy provided under the City Charter or established by ordinance or resolution of the City Council. The city superintendent supervises the administration of all departments, offices and agencies of the city.

Career - Mr. Adkins has been involved in professional governmental administration since November 1996 and has served as the St Clair City Superintendent since August 2006. Mr. Adkins came to St. Clair from Vassar, Michigan where he was city manager. He served with both the Huron Township Police and Fire Departments for more than 10 years in various administrative and line duties, as well as the Bath Township and City of Vassar Fire Departments.

Education - B.S. Public Law and Government, Eastern Michigan University, 1989 Masters of Science Studies, Public Administration and Urban Planning, Eastern Michigan University. Specialized Training, Central Michigan University, Center for Public Service.

Professional Memberships - International City-County Management Association (ICMA); Southeast Michigan Council of Governments (SEMCOG), Michigan Municipal League (MML), Michigan Local Government Managers Association (MLGMA), Rotary International.

Personal - A native of Waltz, Michigan, Mr. Adkins currently resides in St. Clair; he has two sons, Jacob and Trevor.
